CIRCULAR
Sub :- Load Shedding Programme to be implemented from 10.10 .2005.

This has reference to the MERC’s operative order dated 16/06/05 and detailed order dt.03.08.05, in the matter of Principles and Protocol to be adopted for load shedding. The Hon’ble Commission has issued directives for preparing the load-shedding programme. Accordingly the division wise load shedding programme is enclosed herewith. The division wise load shedding programme is to be implemented w.e.f. 10. 10.2005 strictly, to avoid EHV feeder opening for distress load shedding.
Detailed instructions have been already issued from time to time through various circulars for the effective implementation of the Load Shedding programme. However, special attention may be given on following points.
a. Wide publicity of the load shedding programme may be given through local newspapers, cable TV network, public announcements etc.
b. Detailed chart showing names of feeders, time of load shedding etc. should be prepared and displayed prominently in the sub-stations, Sub Dn. office & Section office for matter of transparency.
c. The EE/SE/CE will monitor and ensure hourly load utilized of sheddable load and hourly load shedding carried out through control room at Circle/Zone office.
d. Division wise daily load shedding carried out is to be informed to Nodal EHV sub-stations for onward reporting to respective load dispatch center as per existing practice.
Further following guidelines are considered while preparing division wise load shedding plan (as per MERC directives.)
1 Average load of the feeders is considered
2 Sheddable load
The loads in major cities, Other Urban areas and Rural areas (excluding Industrial, MIDC’s and water works etc.) have been considered as sheddable load.
3 Non sheddable load
The loads catered by consumers on EHV feeders , express feeders for Industries, MIDCs, express feeders for Municipal water works and utility are considered as Non-sheddable load
4 Rural area
Rural areas are those covered by Rural feeders (The rural feeders generally are covering the agricultural loads and non agricultural loads in respect of areas/Villages having population less than 25,000. This is taken on general basis and there can be a few exceptions to this general concept.) The summation of the loads of all the Rural feeders constitutes total Rural load.
5 Major Urban area
Major Urban areas cover Metropolitan areas namely Mulund, Bhandup, Navi Mumbai, and one major city in geographical areas like Vidarbha, Marathwada, Westarn Maharashtra , Khandesh, and Konkan namely Nagpur, Aurangabad, Pune, Nashik, Thane respectively.
6 Other urban area
Other urban areas cover villages having population 25,000 and above, ‘C’ class municipalities areas etc., which are not covered in Major Urban area.
7 Load shedding is to be carried out also on express feeders for Lift Irrigation scheme as per the load shedding programme for rural area.
8 The division wise load shedding programme is to be prepared, which would help to focus awareness and accountability better.
9. The Hon. Commission directed to distinguish between areas with better performance, and undertake lesser load shedding in areas with lower Distribution losses and higher collection efficiency. This would be in keeping with the principle that at a time of scarcity, areas, where energy is not being efficiently utilized or paid for, should rank lower in the rationing order.
10. Distribution losses and L.T. collection efficiency is considered for calculation of Distribution collection losses (DCL).
11. The weightage in the ratio 70:30 for the Distribution loss and Collection efficiency, respectively is adopted by the Commission for calculating Dist. Coll. Losses.
12. The technical losses in the rural areas are generally higher than urban areas due to lengthy distribution system in the Rural area. Hence for the sake of calculations, difference of 3% is considered between Rural and urban areas, for ranking the groups, based on the loss levels. The divisions are ranked in four groups A, B, C, D as below

13. All divisions within a group would be subjected to the same level of load shedding
14. Rotational planned load shedding in Major urban, Other urban and Rural areas, is to be carried out in the ratio of 1:2:5 to get the desired load relief in general.
15. The maximum hours of planned load Shedding on every feeder during any day in any Division should not be more than 8 hours.
16. Following options are given for load shedding hours in rural area where total load shedding is to be carried out for 8 hours a day.
Option I At a stretch of 4 hours time block at a time.
Option II Combination of 4 hours and 8 hours time blocks.
Option III At a stretch of 8 hours time block at a time.
It is requested to examine the local preferences and convenience of consumers in your area and choose the option from above accordingly. The load shedding programme is planned in such away that by selecting any of the option the total load relief obtained will not be changed.
17. The load shedding in Naxalite area is to be carried out between 6.00 hrs. to 18.00 hrs. only. The division wise load shedding programme for Naxalite area is separately enclosed in load shedding progamme.

18. The group wise hours of load shedding carried out to meet the existing system demand are as below

19. When quantum of load relief actually required is less than the planned, the load shedding is to be withdrawn in following steps,

20. Each and every feeder of sheddable load should be covered daily under load shedding programme and programme is to be made for seven days including staggering day.
21. Industrial staggering day is to be observed scrupulously for the period 06.00 hrs. to 22.00 hrs.
22. L.S. programme for feeders, on which single phasing is commissioned, should not be considered while preparing load shedding plan , separate programme for the same will be intimated shortly.
23. Detail feeder wise programme will have to be prepared by concerned Executive Engineer in concurrence with the Superintending Engineer & Zonal Chief Engineer.
24. The planned load shedding should be carried out under any circumstance, as per the instructions from time to time. This will be the responsibility of concerned E.E. O&M Division. /S.E. (O&M) Circle.
25. The concerned Division officials will be held accountable for deviations, and action will be taken against them. Similarly, the officials having consistently poor performance will be penalized through the instrument of the parameter of performance report and other means.
26. The programme of load shedding through EHV feeders will be continued if it becomes the requirement of the system & operated only after directives from L.D. Kalwa.
27. The revised programme of load shedding is to be implemented with effect from 10.10.2005
28. The detailed feeder wise load shedding programme of division duly compiled by Zonal office along with list of feeders excluded from load shedding should be submitted to this office in hard and soft copy immediately.
29. The technical seminars and workshops are to be conducted at various level for proper understanding of the above mentioned concept of Load Shedding and implementation thereof.
30. This Circular supersedes the earlier circular issued vide CE/O&M 21027 24.06.2005.
