5) The Hon'ble
Commission had directed in its order of 5-5-2000 that FCA
be levied on all the consumption. Therefore, the pro-rata
consumption of all the unmetered categories viz. agriculture,
power loom, public water works, etc. have also been considered
for estimation of FCA rate for December 2000 to March 2001.
6) Thus,
FCA rate is computed on the basis of the total estimated sale
of 15,585 Mu for the period December, 2000 to March, 2001.
The FCA rate for December, 2000 to March, 2001, accordingly,
works out as 36.59 paise per unit, or say 37 paise per unit
(Statement 1).
7) The corresponding
FCA charge payable by unmetered categories billed at flat
rate tariff is also indicated in the Statement - 1.
8) As mentioned
above, the Hon'ble Commission decided in its order dated 5-5-
2000 that the Commission would prescribe the methodology for
charging FCA on the basis of quarterly data submitted by MSEB.
It is requested that the Hon'ble Commission may kindly approve
the methodology followed in Statement-I. Once the methodology
is approved, the Hon'ble Commission may kindly permit MSEB
to fix the FCA on a monthly basis following the same methodology.
Detailed calculations of FCA thus fixed will be reported to
the Hon'ble Commission- - simultaneously.
The Hon'ble
commission is requested to kindly convey its approval for
above proposal, expeditiously. Any delay would cause loss
of liquidity to MSEB and also sudden shock to consumers on
account of higher FCA rate due to reduction in FCA liable
sale as time passes.
