On querry from one of the field offices as to what should beconsidered as a small scale industry the matter was referred to Government who have clearfifled that a small scale Industry included all industrial unit with a capital investment of not more than Rs. Five Lakhs, where capital investment means investment in fixed assets Viz. land, building, plant and machinery. Gur manufacturing industry using sugar cane crusher is classified as a small scale industy, so also, Poha Mills, Salt gringing mill, printing press, saw mill and Ice factory, provided the value of the fixed assets of any unit does not exceed the units of Rs. five lakhs. However, a sugarcane juice extracting unit, for serving the sugarcane juice as a beverage, should not be treated as small scale industry.

A copy of Government letter No. SAC/1 064/99856 Elec. dated 4th May 1964 in this regard is enclosed herewith for information of the field officers.
