Billing H.T. Consumers  procedure to be followed.


The following discrepanices or irregularities have been observed in this off ice while checking the bills issued to various high tension consumers by the field officers:

1)

Bill Form: Many of the field officers are still using the old forms of bills even though they have already been intimated by the this office Lr.No.PR-3/3869 dt. 28.1.66 the revised forms of H.T. Bill in which the bills are to be submitted to H.T. Consumerrs. Also the bills so submitted in old forms are not being duly corrected so as to incorporate the changes in the bills as per revised bill form which are necessary in view of the revisions in tariffs, definitions of Billing Demand and Fuel Aidustment Clause. Even the name of the tariffs i.e. RHy/HTP-1 instead of Hy/HTP or SP/HTP-1 instead of Th/HTP-1 are some times not corrected. In such cases the consumers may even dispute the validity of the bills on the grounds that they are improper which must be avoided. Therefore, all the field officers are hereby intimated either to issue the bills in the revised forms copliete in all respects by fillin gin all the details to be stated thererin or if the copies of previous form of bill in stock are used all neccseary corrections should be made in such bills stating full details.

Power Factor: In many cases the P.F. of operation iehter average for the month or that at the time of maiximurn demand are not stated in the bills. Also due notice should be issued as and when necessary to all consumers whose p.f. of operation falls below the prscribd limit of 0.85 intimating them that supply to them is liable to be disconnected if they fall to improve the p.f. at least upto prescribed minimum of 0.85.

Maximum Demand: The Maximum Demands of all consumers are to be stated irrespective of the facts whether or not they are below the billing demands namely i.e. 75% of their contract demank or 50 WA the minimum prescribed for H.T. Consumers. The fifures of maximum demands for the month should be stated even in the cases of consumers billed at HTP-2/Tariffs. This is necessary to see that the consumer does not exceed his contract demank or the load sanctioned by Govt.

In cases where the maximim demands of the consumers sxceed their contract demands, necessary action to increase their contract demands suitably should be taken after taking into account the available transformer/feeder capacity etc. and seeing that the load as sanctioned by Govt. is not exceeded. Where any consumer has exceeded his sanctioned load the concerned consumers should be asked to apply forsanction of additional load giving necessary justification for the same to the Competent Authority.

Also while arriving at the billing demand, if the actual figure of billing demand ends with a fractions, such a traction should be rounded off to the nearest number viz. 148.4 to 148 and 148.5 to 149. This has already been intimated to the field officers vide Standing Order Com. No.9 issued vide Lr. No.PC-88/17747 dt: 17.3.59.

In the cases of consumers billed at HTP-2 tariffs, the minimum bill is to be worked out on the basis of the actual connected load as stipulated in the tariffs and the connceted load of each such consumer is to be arrived to according to the procedure laid down in the Departmental Circular No. 83 issued vide this office Lr.No. PR-3/4830 dated: 3.2.1966.
