The Board,
as a policy matter, has decided to extend certain
financial relief to sick Indutries in respect of outstanding
dues to enable them to revive their operations. Accordingly,
Board vide B.R. No. 698 dated 11-10-1977 and as further
amended vide B.Rs. No.976 dated 20-4-1978, No. 1018
dated 10-5-1978 and No. 1098 dated 28-6-1978 and No.
1287 dated 24-10-1978 has laid down certain guidelines
mentioned below for extending concessions to sick
units for their revival. Board also had authorised
T.M. (T&D) and A.M. to decide such cases.
With
a view to quicken the process of revival of sick industries
particularly the smaller units, Board reconsidered
the issue and vide Board Resolution No.l604 dated
12-3-1979, has decided to delegate these powers of
granting concessions to the Zonal Chief Engineers.Zonal
Chief Engineers are now authorised to decide such
cases in consultation with the Dy. Chief Accounts
Officer or A.O. of their office strictly in accordance
with the guidelines detailed below. However, Zonal
Chief Engineers will decide and approve only such
cases where concessions do not exceed Rs.5 lakhs.
They should also submit a quarterly report, of individual
cases decided by them in the proforma attached herewith
to H.O addressed to Chief Engineer (RE & Com).
All the field officers are hereby directed to
refer all cases of sick industrial units to their
respective Zonal Chief Engineers for decision. The
cases involving total concessions of more than Rs.
5/-lakhs should be referred to the C.E. (RE &
Com) through their respective zones for the approval
of the T.M (T&D) and A.M. as hitherto. The concessions
so declared are in force upto the end of September,
1979. The guidelines on the basis of which the concessions
are to be granted are as detailed below:
