Sub  : Refund to the consumer in cash.


In some of the cases of wrong billing which resulted in the necessity to refund certain amounts to the consumers, the consumers have desired that such amount may be refunded to them in cash instead of adjustment in their future bills. Though such requests in their cases appear to be reasonable, the refund in cash is not being given as there is no approved procedure in this regard.

A proposal was therefore put up to the Board to draw a distinction between a refund becoming due as a result of grant of any special concessions to consumer and a refund becoming due as a result of wrong billing or wrong tariff applied or similar recovery.

The Board under B.R.No. 1819 dated 28-6-79 has approved the mode of refunding an amount payable to the consumer as follows:

Where an amount becomes payable to a consumer on account of any special concessions granted to the consumer, the amount shall be refunded to him by adjustment in the future bills issued to the consumer.


2.


Where an amount becomes payable to a consumer on account of wrong billing in the past period i.e. payment to which the
consumer is entitled to under the standard tariff or agreement, the same will be refunded to the consumer in lumpsum, in cash, if so desired by the consumer.


3.


To delegate full powers for making refunds to the consumers as above to E.Es. for L.T. consumers and to Dy. Chief
Engineers/Superintending Engineers for H.T. consumers.

You are requested to note the above and take necessary action accordingly.
