Quarterly statement of Revenue billed as compared to Budgetted Revenue and variations therein



At present a monthly report on the above subject is submitted by each O&M Circle/Power Stations to H.O. It is now decided that this report should be submitted by them quarterly instead of monthly to Zonal Office and Circle wise/power stationwise consolidated report should be submitted by Zonal Office to Head Office.

The O&M Circle Offices/Power Stations should submit this report to the respective Chief Engineers of Zones as indicated in Annexure-A hereto, on the due dates indicated therein. These dates are to be strictly adhered to by the field offices.

The reports should be consolidated by zonal offices and the consolidated circlewise/power stationwise reports only are to be sent to H.O. The circle offices/power stations are not required to send this report to H.O.

The proforma in which the report is to be submitted by circle office/power stations to Zonal office and by Zonal office to H.O. is given in Annexure B. The Budget section has now included the surcharge of excise duty billed to the consumers in the budgetted revenue for 1979-80 and so these figures intimated to field office vide this office letter No. PG-1 52/028558 dated 18-5-1979 are inclusive of surcharge of excise duty. Hence the figures In Col, No.9 and 12 will be the sum total of respective account beads in the Trial Balance.

The circle offices/power stations are hereby specifically instructed that they should attach a reconciliation statement to this quarterly report and to record a certificate that the figures in the report and trial balances have been tallied/reconciled.

It is observed that the field offices many times do not give reasons for variations so it is hereby instructed that they must invariably give reasons for variations in Col. No. 15 and Col. 16 of the proforma, to avoid back references and delay insubmission of the report to higher authority.

The Zonal Offices are requested to scrutinise the reports received from circles/power stations and to see whether they comply with all the requirments. If there are any shortcomings in the report the same should be got complied from the concerned office and then only consolidated report duly completed in all respects should be submitted to H.O. The back references from H.0 are to be avoided and hence zonal offices have to play a vital role in this regard.

The first such report for the quarter Sept,'79 is to be submitted on the due dates by circle offices/power stations to zones and by zonal offices to H.O. as detailed in Annexure-A.
