As
per para 15 of Section-1 of Accounts Code volume 11,
all H.T. bills are to be issued before 1Oth of each
month. With a view to see whether these bills are
issued prorntly and Boards revenue is realised immediately,
a monthly report on the above subject was prescribed
under circular No. PG/1 49/14502 dtd. 25.3.77 under
which all the circle offices had to give the information
of all the H.T. consumers in the prescribed proforma.
The report covered of the consumers to whom bills
were issued late and also those to whom the bills
were issued in time. Due to this there is unnecessary
increase of work at field office level. Further, H.O.
had also to enter into correspondence in respect of
asking of reasons for delay in issue of bills, correct
action taken to avoid such recurrences. etc. This
has now been reviewed by the Board and the following
revised instructions are issued in this respect, as
approved by the Board tinder it's Resolution No. 206
dtd. 15.11.79.

The O&M Billing Circles should now send
a monthly report to their respective Zonal Offices
(and not to H.O.) in the enclosed
revised proforma. The 0 & M Circles should
submit this monthly report by 15th of the next
month. The report is to be
submitted in respect of only those H.T. consumers
whose bills are issued late. Thus there will
be reporting by exception with a certificate
of timely issue of bills in all other cases.
As per Accounts Code volume referred to above,
the bills of the consumers whose bills exceeds
Rs.25,000/- are to be issued
within 2/3 days & in respect of other consumers
bills are to be issued before 10 of each month,
so the circle office should
report the cases of delay in issue of H.T. bills
exceeding Rs.25,000/- if there is a delay in
issuing bills beyond 5 working days
after receipt of meter reading in circle office
and in case of other H.T. bills, if they are
issued after 1 oth of each month. The
period of 5 working days shall be taken for
the purpose of this report only and is not to
be construed as an extension of the period
of 2/3 days stipulated in the Accounts Code
volume referred to above.

If there are any hurdles or difficulties in
issuing the bills, the Zonal Chief Engineers
should take steps to remove the same,
after studying the reasons for delay indicated
in the reports by the circles under them.

The zonal Chief Engineers should send a quarterly
report in this respect to H.O. indicating the
total No. of H.T. consumers at the
end of quarter, No. of bills delayed, position
of issue of bills in general, major reasons for
delay and steps taken to avoid
the recurrences etc. Such quarterly reports should
be submitted by 25th of the next following month
at the end of the quarter.

The procedure outlined above should be followed
from the month of Jan.80. The circle officesare
requested to submit monthly report
to their respective zonal offices. The report
of Jan.80 should be sent immediately and subsequent
reports be submitted on
the due date indicated in the circular.

The
zonal C.Es. should send their report for quarter ending
Mar.80 on the specified date.
