Sub  : Street light tariff - billing in respect of shortfall in Annual Minimum.


The minimum charges according to our tariff for street light services are prescribed in terms of Minimum consumption of units viz. charges for 2200 units per annum/ kW connected load.

Inspection wing of the H.O. has raised the querry as to the rate at which the annual minimum consumption or shortfall in the same is to be billed. The question becomes relevant because the present tariff stipulates three slabs, viz.

 
First 100 units / kW          -            18 P/U
Second 100 units / kW          -             22 P/U
Rest           -             18 P/U

The issue is examined and it is to clarify that actual consumption of every month should be billed as per prescribed rates for the relevant slabs. For the purpose of billing shortfall in annual minimum consumption, if there is any difference between total annual minimum consumption and total actual consumption of 11 months (i.e. April to February of next year) the same should be worked out. The difference so arrived at or the actual consumption of March whichever is higher should be billed as per prescribed slabs of energy rate schedule treating the same as the consumption of the billing month of March.

This billing procedure for shortfall in annual minimum consumption should be followed for the billing year 1979-80 and onwards. The past cases need not be re-opened.
