Refund of cost of line to prospective H.T. consumers who have not availed new service connection.


A
s per our existing condition No. 7(1) (a) of conditions of supply of electrical energy, the prospective H.T. consumers have to pay the full cost of extending power supply as deposit which is repayable in monthly instalments over a period of 4 years commencing from the date on which the consumers take supply.

In this regard a case of M/s.Kada Sahakari Sakhar Karkhana Ltd., Kada Dist. Beed, an H.T. consumer was forwarded by the C.E. (AZ), Aurangabad seeking permission for refund of cost of line to them, since they have not availed the supply.

The case has been examined & the Board vide its Resolution No.606 dated 7.7.80. dediced as follows:

If an H.T.Consumer who has paid the amount of deposit towards cost of line as per our 7(i) (a) condition of supply of electrical energy is subsequently not willing to avail supply and requests for refund of the amount, it should be refunded after making the following adjustments.

i)

In case where no expenditure on work has been incurred, no recovery other than 10% of service connection charges payable as per Rules should be recovered and balance service connection charges and the cost of deposit should be refunded.


ii)

In cases where some expenditure has been incurred,the sametogether with cost of dismantling less credit for returned material
should be recovered in addition to formal recovery of 10% of service connection charge and balance amount should be refunded.

iii)

No interest should be paid to such H.T. consumers on the amount of deposit.

The above guidelines should also be made applicable to the case of M/s Kada Sahakari Sakhar Karkhana, Kada.

The Board further authorised T.M. in consultation with A.M. to decide such cases of refund of term deposit to H.T. consumers after following the above guidelines.
