Delegation of powers regarding installation of Tractor Powered Generators.


The present delegation of powers regarding permission for installation of private generating sets, approved by the Board vide B.R.No. 83 dt. 11.9.1979, was communicated to the field offices vide Deptt. Circular (Comm.) No.341 issued vide PG/56/48124 dt. 11.10.1979.

M/s. Siemens have brought out a new product called Tractor Powered Generator (T.P.G.), a portable generator of capacity 10 kVA driven by the engine of a Tractor, which can be used by farmers as a standby generator.

The Board vide B.R.No. 879 dt. 22.1.1981 has accorded its approval to permit, as required under Section 44 of Elec. (Supply) Act, 1948, individual farmersto instal T.P. Gs., when they approach the Board for such permission, subject to their agreeing to the following conditions

1) They will not claim any relief on account of their running the generating set.
2) They will not run the set in parallel with the Board's/Iicensee's supply unless otherwise agreed to by the Board/Licensee.
3) They will use their sets in the dry season if necessary during the periods when grid supply is not given to them.
4) They will inform the date of commissioning of the set to the Board
5) Theywill have to get their generating set registered with the C.E. (Elect.) to Govt., Veer Nariman Rd., Bombay-23.
6) Half-yearly report regarding the generation figures should be sent to this office as well as C.E. (Elect.) to Govt. so asto reach this office before 15th April & 15th of October.

Also, the powers for giving 'No Objection Certificate'for istallation of T.P.G.sets of capacity 10 WA have been delegated by the Board to the Zonal C,Es.

It is to be noted that M.S. E.B.'s permission is necessary even if the set is to be installed in a licensee's area of supply i.e. anywhere in the State.

Applications from individual consumers with a written undertaking to abide by all the 6 conditions mentioned above should be obtained from the farmers before giving them the N.O.C.

A copy of the standard proforma for N.O.C. is attached for ready reference.

The intending farmers should be advised to send their applications with the undertaking as above to Zonal Offices who will issue the N.O.Cs. with copies to concerned circle, division, sub-division and sectional offices and to C.E. (Elect.), Govt. of Maharashtra, Bombay.
