Sub  : 

Billing & Collection in respect of interstate consumers.

          

The Board is supplying power to interstate consumers and the bills are being issued by the field offices. The present practice of billing, accounting and collection of revenue from such interstate consumers is reviewed and following instruction are issued to have uniformity in procedure of issuing and collection of bills.

 
1 . Preparation and issue of bills:

The bills for the supply of power to such interstate consumers receiving power at EHV (i.e above 33 kV) should be issued by the respective circle offices as per procedure followed for preparation of H.T.Bills.

At present the bills to interstate conSUrners are prepared and issued by the following offices.

3. Govt. of Goa 220kV Supply. TL Dn. Kolhapur. By Chq./DD on
Local Bank Kolhapur.
4. Karnataka State Elect. Board (KSEB)  TL Dn. Kolhapur. Amt. to be remitted to H.O. Bombay A\c
42752 by T.T.

The bills in respect of Guirat State Elec. Board should be prepared by S.E. Trombay Circle. The bills in respect of Karnataka State Elect. Board and

Govt. of Goa for 22kV supply should be prepared by S.E., T.L. Circle Karad instead of by the E.E,T.L.Dn., Kolhapur.

The meter readings and other relevant information should be given by the concerned T.L. O&M Dn.Kolhapur/Tarapur to respective circle offices through special messenger the same day to enable the circle offices to issue bills immediately as per procedure.

2. Collection of bills:

The concerned interstate Elect. Board/Govt. should be requested to give Telegraphic transfer through the Bank of Maharashtra/Canara Bank branches at the place of their head quarter (Baroda/Bangalore/Panjim/Jabalpur) under telegraphic intimation to the Dy C.A.0. (Com.) and C.A. 01W. M. section. MSEB, Bombay as follows:

1. If through Bank of Maharashtra, "To Bank of Maharashtra Appollo Street Branch, Fort, Bombay, A/c,
Maharashtra State Elect, Board A/c No.
10845.
2. If through Canara Bank. "To Canara Bank, Tamarind Latle
Branch, Fort, Bombay-Overdraft, A/c

  Maharashtra State Elect. Board".

The concerned consumers may be initially requested by concerned billing offices to select one of the said Banks through which the remittance would be made and intimate the same to concerned billing office, this office and to C.A.0 (W.M) so that remittances through that Bank could be watched.

The W.M. Section, MSEB on receipt of intimation about receipt of such amount should immediately raise credit IBA to the concerned billing office with a copy thereof to the Dy.C.A.0. (Com.) Bombay.

As heavy amounts are involved in such bills of power supply to interstate consumers, the payment of bills should be closely watched by the concerned Superintending Engineer of the Circle offices issuing the bills.

In respect of bills for supply at 33kV to Goa and M.P.E.B. the present arrangements of billing and payment may be continued.

The above circular should be followed with immediate effect.
