The Executive Engineer of the concerned area would
be responsible to bring to the notice of the circle
incharge the difficulties of the consumers in such
areas where the facilities fordistribution and transformation
may have to be created or augmented.
H.T. Consumers
In
case of all H.T. industrial consumers, the circle
heads should look into each individual case and sanction
power to the extent he is competent without any delay.
The consumers should be suitably guided regarding
furnishing details in the prescribed proforma specified
for sanction of the load and also in respect of any
other related matter and the applications processed
suitably, wherever required as per rules. All the
applications should be forwarded to the Chief Engineer
(Com.) under intimation to the concerned Zonal Chief
Engineer. In cases where large loads of more than
500 kVA are being recommended to be fed from existing
facilities, this may be done under intimation to Zonal
Chief Engineer and Chief Engineer (Dist.) for their
information. In respect of the other cases where facilities
may have to be created, the Zonal C.E. and C.E. (Dist.)
should offer their comments to C.E (Com.) on the proposal
made by the circle head within a period of one month
at the most. If this is not done, it will be presumed
that the scheme proposed by the circle head is acceptable
to them and further action would be taken accordingly.
The circle heads should pursue with the concerned
competent authority for approval of the scheme and
also arrange for materials and execution of the work
on receipt of the materials by getting necessary formalities
completed from the consumers.
In
case where supply could be given by normal extension
of the existing lines, the circle incharge in case
of H.T. consumers should decide the amount to be recovered
from the consumer for giving the suppply and only
in cases where the load applied for is large and additional
sub-station facilities have to be created for transmission
& transformation the commercial arrangements are
to be made by the commercial section after finalising
the scheme in consultation with C.E. (Trans. PI) and
C.E. (Dist.) as the case may be.
While
on the subject, attention of the C.E./Dy. C.E., S.E.
& E.E. is invited to the following relevant aspects
of the process of the sanction of power which have
already been communicated to them in the past

copies of the applications requiring load
sanction from the Govtshould be forwarded
to the concerned Industries Department
as already instructed vide our circular
dt. 10.2.83

Consumers
in BIVIRD area should be guided properly
to submit applications for NOC/LC to the
Industries Department as instructed in
our circular dt. 18.7.83.

Remarks
of the circle/zonal office should invariably
be clearly brought out in the recommendation
sheet as advised in our recent circular
dt. 13.1.84.

The
Board has already committed to process
and sanction the power supply and also
release connections to the H.T. &
LT. consumers within a specified time.
These time limits have been indicated
to you vide Circular No. P-Con/40765 dt.
7.9.83 As already stated therein the sanction
for power supply to the L.T. consumers
should be accorded within a time limit
of two months and that for H.T. connection
within a period of three months and the
connection or release of power should
be given within a period of three months
after the completion of all the formalities.

In
view of the above detailed revised instructions,
the procedure laid down undergeneral circular
No. 64 issued by C.E. (Dist.) vide letter
No. P S A C 6/Gen/29783 dt. 30.6.83 will stand
modified as above.
The
above instructions are being issued with the
approval of the Chairman.
