Sub  : 

Clearances required to be obtained by various
 types of consumers.

          

1.

Govt. vide letter No. MSC/1 084/2872/CR/NRG-2/ dt.30.10.84 has sent a list giving the details of the NOC's/clearances which should be obtained by the various types of consumers before availing power connection. This has been issued by the Govt. in pursuance of the orders of the HIgh Court of Bombay. The orders of the High Court also stipulate that the list of the clearances/NOC required for releasing the power connection now issued bythe Govt. should be informed from 1.1.85 by all the power supply licensees by incorporating in or alongwith-the standard application form A-1 prescribed under the Indian Electricity Act 1910.

A copy of the list issued by the Govt. is enclosed. Care may be taken to attach a copy of the list to A-1 form and the standard proforma for application for sanctioning loads above 50 kW and also guide the consumers to obtain the correct certificates pertaining to their category. The concerned Engineer/Clerk in charge should be directed to put a prominent tick-mark against the appropriate category to which the consumer belongs while handing over the A-1 form.

The list includes all the clearances as stipulated by the State Govt. Therefore, in case any other clearance/N.O.C is being insisted upon by you as per the 1910 Act, these may continue to be insisted,, upon including the occupancy/ ownership certificate, etc. These shall be shown as a note at the end of the list. However, you are requested to inform us in case you are insisting on any other clearance which is normally required by you but has been left out by the Govt. If so, the same alongwith reasons for insisting for these may be forwarded to us immediately for taking up the matter with the Govt.

As already stated above, the instructions of the High Court shall be brought into force w. e.f. 1. 1. 1985. Therefore, you should get these lists cyclostyled/printed well in time alongwith the note as stated in the para. 3 above and attach these with all A-1 forms and also the application form for H.T. supply to be filled by the industrial consumers and hand over to all consumers at least w.e.f. 1.1.85 positively.

All circle Heads will be personally responsible for ensuring that the above instructions are complied with. They should confirm the compliance by all Divisional/Sub-divisional and Sectional Offices including the Circle Office w.e.f. 1/1 /1985 through a letter addressed by name to Shri M.S. Char, E.E. (Comm.), H.O. so as to reach by 15.1.1985 latest after getting necessary confirmation from the Offices under their control. Failure to implement the High Court Order will be viewed seriously.
