Billing
of consumers - Installation of correct meters.

The
importance of billing the consumers on the basis of the
readings recorded by meters working within the limits
of the errors prescribed by the Indian Electricity Rules
1956 need not be stressed again. In case the readings
recorded by meters installed in the premises of the consumers
are beyond the above limits, such readings will be treated
as incorrect and billing for the energy consumed has to
be done on the basis of average consumption. However,
as per provisions of the Indian Electricity Act 1910,
where a dispute regarding accuracy of meters arises, and
the matter is referred to the Electrical Inspector for
decision, the Board is entitled to claim bills on the
basis of Electrical Inspector's decision for a period
of not more than 6(Six) months. Therefore, it will not
be possible for the Board to recover charges for energy
supplied if correct meter is not installed within the
above period, and the recovery of any chargesbeyond the
six months period may not be tenable on account of such
disputes. Therefore it is imperative that the Board ensures
recording of energy consumption by appropriate meters
working within permissible limits of error if it is not
to lose the revenue due to it.
You
are requested to ensure that proper arrangements are made
to install, maintain and replace meters in time in consumer's
premises within permissible limits of error.
In
case new meters are required for this purpose, the same
may be taken up with T.D. (Stores) and T.D. (Distribution)
as the case may be.
