Sub  : Power supply to flour, dal and Masala Mills.


Govt. vide order No. SAC 1062/129878/Elec. dated 9.2.63 had directed that the "Essentiality Certificate"from the Chief Executive Officer of the Zilla Parishad is required to be obtained by the flour, dal and masala mills before establishing the mills.


Similarly, at Sr. No.5 of the Govt. OrderNo. SAC/1 084/2872/CR/NRG-2 dt. 30.10.84, the Govt. had directed that the flour, dal and masala mills coming under the jurisdiction of the Grampanchayats should obtain Essentiality Certificates from the Zilla Parishad.

Now, Govt. vide Order No. SAC/1 085/CR-4561/NRG-2 Dt. 21.11.85 have directed that it is not necessary to obtain such Essentiality Certificates henceforth, for establishing flour, dal and masala mills. A copy of the Govt. Order dated 21.11.85* is enclosed herewith for further action accordingly.

However, it may be noted that flour, dal and masala mills are required to obtain the other Certificates/clearances specified by the Govt. at Sr.No 5&5(A) of the Govt. Order dt. 30.10.85. All Executive Engineers are requested to suitably instruct the Sub- Divisional Officers in the matter.
