............The
Government of Maharashtra vide Order No. SAC/1979/
4470/CR/NRG-2 dtd. 1.8.80 had delegated certain powers
to the licensees for sanction of load. This was Circulated
to all concerned vide our letter No-P/Comm/35796 dtd.
28.8.80, Subsequently, vide Order No. MSC/1084/2830/CR/NRG-2
dtd. 30.4.85, the Government have enhanced the powers
of M.S.E. Board for sanctioning loads in MIDC industrial
areas outside B.M.R./P.M.R. areas upto 2500 WA for
tMe period ist May 1985 to 30th April 1986. The said
order was circulated to all concerned by C.E. (Distribution)
vide his letter no. RE/U/Gen/22969 dtd. 3.5.1985.
............Now,
Government has, vide Order No. SAC/1 986/CR/5194/NRG-1
dtd. 14.10.1986 (copy enclosed). enhanced the powers
of licensees for sanctioning loads. Accordingly, the
licensees are empowered to sanction loads upto 100kW
connected load (inclusive of existing loads, if any)
in B.M.R./P.M.R. areas and loads upto 2,500 WA maximum
demand (inclusive existing M.D.jf any) outside B.M.R./P.M.R.
areas.
............The
Government has further directed vide order No. SAC/1986/CR5196
NRG-l dated 14,10.86 (copy enclosed) that power licensees
in the State should sanction power to public sector
undertakings and Departments of Central and State
Governments located outside B.M.R. area irrespective
of their load requirements.
............The
Government has also directed that while sanctioning
loads as per the power delegated above, strict compliance
of the instructions issued under Government letter
Nos. MSC/1 084/2872/CR/ NRG-2 dtd. 30.10.84 and MSC/1084/2872/CRF/NRG-2
dtd. 23.7.85 should be observed. These Government
letters have already been forwarded to all concerned
vide this office letter No.P/Comm/52604 dtd, 28.11.84
(Departmental Circular 387) and P/Comm/38867 dtd.
19.8.85 (Departmental Circular 392).
............As
already pointed out by C.E. (Dist.) in his letter
No.REN/Gen/22969 dtd. 3.5.1985 further delegation
of powers for sanction of load is not necessaryasthe
Dy.C.Es/SEs areauthorised to execute agreements forloads
upto 2,500 WA as per the existing delegation of powers
of the Board. However, it may please by ensured that
the instructions issued by C.E. (Distribution) vide
his Circular No. RE/III/General/45003 dtd. 5.10.84
regarding commitment/assurance of supply, finalisation
of supply arrangements, planning of the distribution
system for large loads etc. are to be followed scrupulously
while exercising powers now vested with us.
