Street lighting in Corporation/Council areas of the State.


............As per the existing provision in the prescribed street light agreement which is executed with the consumer i.e. a Municipal Corporation or a Council the Board has to provide fixtures and incandescent filament lamps for the street lighting system and then the Board normally replaces the burnt out lamps and undertakes the rep5irs and maintenance at the prescribed charges. The special kind of lamps like vapour discharge lamps, etc. are, however, provided by the consumer at his cost. Also, in the normal course the Board is required to switch on and off the street lights and where it is not possible for us to do so, such duty is performed by the consumer for which a prescribed rebate is allowed to the consumer in their monthly energy consumption charges.

............Due to the dual involvement as above of the Board and the consumer in providing light fixtures and parts thereof and maintaining the street lights system, the work of repairs and maintenance of the street lights has reportedly suffered in some of the CorporAtion areas and there have been complaints from the public. In order to sort out this problem the Competent Authority has decided as follows:



1.

Any Municipal Corporation/Council who is willing totake overthe duties of switching on and off the street lights and to repair and maintain the street lights, may be allowed to do so and for this work a rebate of 5% may be given on their monthly energy consumption charges. The maintenance of poles and street light conductorswill be done by Board.
  

2.

Such Corporation/Councils may employ for the work of repairs, maintenance and switching or, and off the street lights only the persons who are authorised by the Electrical Inspector for the purpose
  

3.

A notice should be given to the Board by the concerned Corporation/Concil sufficiently well in advance for arranging a shutdown where the work of repairs and maintenance scheduled to be undertaken by the Corporation/Council would require such precautions.
  

4.

The Board shall not be responsible for any accident to Corporation/Council staff or outsiders on the street light system, if occurred due to their negligence.
  

5.

The staff employeed by the Board exclusively for the purpose of switching on and off and repairs and maintenance of the street lights shall be recknoned as surplus after the said duties are taken over by the Corporation/Council and hence the same needs to be surrendered or reallocated as per rules, with permission of the Competent Authority
