was brought to our notice by certain field offices
that the Khadi Gramodyog Mandal have stated that they
do not grant N.O.C. for solvent extraction units and
oil refining plants and also for oil mills with loads
above 99 KkVA as they are not within their purview.
............This
issue was referred to the Govt. for clarification
and the Govt. was also requested to confirm whether
t1fe powers conferred on the Board vide Govt. orders
dt. 14.10.86 for sanction of loads, is applicable
for oil mills also. The Govt. vide letter No. SAC/1987/CR/5954/NRG-1
dtd. 21.9.87 has given the necessary clarifications.
A copy of the Govt. letter is enclosed for necessary
action.

can be seen from the Govt.'s letter that the powers
delegated by the Govt. vide order dtd. 14.10.86 for
sanction of loads is applicable for oil mills also.
It has also been clarified vide the above letter that
all types of oil mills and oil refinaries cum solvent
extraction plants excluding the units engaged in oil
refining only are required to obtain N.O.C. from Khadi
Gramodyog Mandal to avail sanction of power upto the
limits conferred on the Board by the Govt.
............Govt.
has also stated in the last para of its letter that
the Khadi Gramodyog Mandal has already been advised
suitably in the matter.
............Suitable
action as per Govt.'s confirmation dtd. 21.9.1987
may be taken while considering the cases of oil mills
including those cases which have been specifically
referred to this office for clarifications.
