Subject: Immediate power supply to the persons
seeking new service connection for residential / non – residential purpose in
Urban areas for maximum demand not more than 3000 watts.
----- “SANMAN SCHEME”
The State Government
has proposed certain amendments to the provisions of the Indian Electricity
Act, 1910, particularly the Section 39 & Section 44 of the said Act, which
deals with the pre – judicial use of energy. It is expected that the said provisions
may come into force shortly and as per the said proposed amendments, which are
quite stringent in nature, pre – judicial use of energy or illegal abstraction
of energy is to be considered as non – bailable offence and any person detected
involved in such offence is liable for monetary fine as well as imprisonment.
Before such proposed amendments become effective, the Board desired that the
persons presently involved in such pre – judicial use of energy or illegal abstraction
of energy may be given a chance to obtain authorized power supply from the Board,
which obviously will also avoid any criminal action against such persons.
In view of the
above and as per the approval accorded by the Board vide B. R. No. 738 dated
26/02/2003, it has been decided to introduce a scheme for immediate power
supply to the persons seeking new service connection for residential / non –
residential purpose in Urban areas for maximum demand not more than 3000 watts.
The salient features of the said scheme are as follows:
1.
The
scheme shall be known as “SANMAN SCHEME”.
2.
Under
the scheme, power supply will be regularized to the domiciles in Urban / Semi
– Urban areas (where population is over and above 10,000) and whose maximum
demand is only up to 3000 watts and who are consuming power supply illegally.
3.
The
scheme shall not be applicable to the newly developing Residential / Commercial
Complexes.
4.
The
scheme shall not be applicable to the premises, which are in arrears.
5.
The
scheme will be open for 3 months w. e. f. 15/03/2003 and applicants shall submit
written applications within the prescribed time limit.
6.
Power
supply will be given within 7 days to the applicants; subject to submission
of A – 1 form, Test report and evidence of legal ownership of the consumer’s
premises (such as: Ration Card, Voter Identity Card, Receipt of the taxes paid
to Corporation / Municipal Council / Grampanchayat etc. / Receipt of house rent
paid) and after payment of the amount as per the existing rules.
A special campaign
shall be launched through local newspapers for giving wide publicity to the
scheme. Also special camps will be arranged for the persons taking advantage
of the scheme.
7.
To
avoid criminal proceedings against the illegal consumers who wish to take benefit
of the scheme, shall be charged an amount as additional surcharge as follows:

8.
The
scheme shall also be applicable to all applicants other than unauthorized consumers
as above, who are otherwise eligible for getting service connections. However
the surcharge as mentioned above, may not be applicable to them.
All the field officers are therefore
requested to take due note of the Sanman Scheme as above and to initiate all
such actions, as may be necessary, to ensure the success of the Scheme.
