The Board, while re-delegating the powers to Recovery Committee at Head Office vide Resolution No. 40 dated 14.5.2004 has reviewed Resolution No. 555 dated 30.8.2002 and decided to withdraw Sr. No. 4 of the Resolution No. 555. Accordingly, the following sentence of Circular No. 669 dated 6th September 2002 stands withdrawn.

"Where disconnection are made for default of payment of current bill after 31st August 2002, the consumer will be required to pay the entire amount outstanding before reconnections can be given."

The Recovery Committees will now have power to grant installments under such cases also. However, it is to be ensured that the arrears accumulated are of minimum demand charges / minimum bill only and the disconnection are made promptly for non-payment of current bill (after notice period is over) as per rules without any exception.

The other guidelines of circular No. 669 dated 6th September 2002 remain unchanged. This circular has retrospective effect provided all the cases decided fulfils the conditions of the said Circular No. 669 dated 6th September 2002. .
