Sub:- Processing of applications of consumers submitted to
Recovery Committees and procedure thereof.

As per Circular No. 669 dated 6th September 2002, recovery committees are already functioning at various levels. Up till now, the consumers applications were being processed for grant of instalments / waivers / deferment etc. without recovering any amount from their arrears.
Vide Resolution No. 41 dated 14.5.2004, the Board has now set down the following guidelines for consideration of consumers request by recovery committee.
1. The consumer should necessarily submit his request application to Circle Office (copy of the same can be marked to H.O.)
2. Alongwith application, the consumer will be required to make a payment of 2% of total arrears outstanding in his name as per Board's record. This 2% payment shall be made if the consumer is moving application on the first occasion.
3. On the second occasion and onwards, the consumer will be required to pay an amount of 5% of the total arrears, as per Board's record. This 5% amount will be required to be paid on each subsequent occasion when an application is made by the consumer.
4. HO will not process the case till such time the proposal is forwarded by Circle Office with full details and its recommendations. The Circle Office should send the details of payment made and also a xerox copy of money receipt alongwith proposal to HO.
5. In the cases where there are no arrears but application is required to be dealt by HO Recovery Committee (such as reduction / enhancement of Contract Demand / connected load, etc.) the Circle office should forward the proposal without insisting for payment (only if no amount is outstanding).
6. On receipt of proposal from the Circle Office with the above methodology duly completed, the cases will be processed by the Commercial Section and will be put up to Recovery Committee for consideration.
It is further directed that similar guidelines shall be followed by recovery committees at field level constituted vide circular No. 669 dated 6th September 2002 (with subsequent modifications thereof).
The new procedure comes into effect from the date of Board's Resolution i.e. 14.5.2004.
The amount so recovered will be first adjusted against principal arrears and balance, if any, in interest.
The revised format for HO recovery committee is enclosed at Annexure-A.
