CIRCULAR NO 1

Sub: - Replacement of faulty meters to stop issue of average bills.

Ref: - This office letter No. P-Com/Acctts/Average Billing/0550 dt. 23.2.05.

The Hon’ble Commission by its order dated 10.03.2004 has inter-alia desired that the energy bills to the consumers should be issued on actual reading basis only. Even then it is observed that the energy bills are being issued on average basis. The issue of energy bills, on average basis also can not be in the interest of the Board.

            Now a comprehensive plan to meet the target to reduce the occurrence of such phenomenon has been chalked out. Accordingly it has been decided to replace the meters of the high paying consumers belonging to Industrial and commercial category immediately.

            The meter so far reported as faulty in respect of Industrial Consumers shall be checked, and if necessary shall be replaced by LTMD meters. Simultaneously it shall also be ensured that whenever the meter is replaced the necessary data shall be immediately made available to the Computerized billing system so as to avoid, issue of energy bills again on average basis. Under no circumstances the average bill should be issued for want of changed meter status data. Please note that in any case we have to stop average billing of industrial consumers by the end of OCT-2005.

             Similar action plan as above is also envisaged for consumers belonging to the commercial category. The replacement of faulty meters reported as on today shall be completed by the end of DEC-2005 and no average billing should be done thereafter. We have already submitted to MERC the above programme, hence this is to be implemented on priority basis. All concerned officers should take care and see that the program is implemented as per schedule.

              It is to be noted that any deviation from above instruction will attract disciplinary action against concern responsible person.

             In the case of locked and inaccessible meters the Board has already started implementing a programme to locate such locked and inaccessible meters and instruction have already been given to the field Officers to deploy additional employees, other than meter readers, to obtain meter readings of all such locked and inaccessible meters. We have to make all such meters accessible in phase manner but in any case before end of December 2005.

 From here onwards all the cases of locked or inaccessible meters shall be dealt with strictly in accordance with the provisions of MERC (Electricity Supply Code & Other Conditions of Supply) Regulations 2005, as prescribed or as may be prescribed by the Hon’ble Commission from time to time.

            All the field officers are hereby instructed to strictly comply with the above programme.
