                            CIRCULAR  NO.4

Sub: Implementation of Commissions instructions in respect of recovery of meter charges etc.

Ref: Record of proceeding held on 11.5.2005 in case no.26 of 2002  (Suo Motto hearing regarding Recovery of meter cost by M.S.E.B.)

The Commission in its hearing held on 11.5.2005 has directed M.S.E.B. (now MSDCLtd) to issue press note regarding prompt compliance of the directives of MERC regarding recovery of cost of meter by the field officers of M.S.E.B. The instructions were issued earlier in details. However all are again required to follow the instructions as under. 

1)     The cost of the metering equipment shall be recovered from all the prospective consumer (except those agricultural consumers having land holding less than I hectare, in which case, only 50 % of the cost of meter shall be recovered).

2)     In case of existing consumers, the cost of metering equipment shall be recovered at the time when the existing meter is replaced , but only once in lifetime of the consumer, except in case of burnt meters.

3)     The recovery of cost of meters from existing consumers will be made in the next billing cycle after replacing the defective meters.

4)     Wherever meter cost is already received, but the faulty meters are not yet replaced such faulty meters shall be replaced by new meters within three months, after intimation the respective consumers.

5)     If the old meters are replaced with repaired meters, cost of meters so replaced shall not be collected.

6)     Excess collection of meter cost shall be refunded, through next energy bills in all such cases wherever it has not been done.

7)     The excess collection as above shall be refunded with interest at the rate of 12 % (Twelve) per annum.

The commission has also directed M.S.E.B. to conduct regular reviews amongst the officers & submit a monthly report of the same to the commission. All the Superintending Engineer of (O&M) Circles are therefore directed to take periodical review meetings at Circle Office once in a month to ensure that commissions orders are implemented promptly & without any deviation. Any anomaly observed may please be reported to commercial section for appraising the commission on monthly basis as envisaged by the commission in its observations at the time of hearing on 11.5.2005.
