GENERAL CIRCULAR (COMMERCIAL) NO. 380

Sub: GENERAL GUIDELINES IN RESPECT OF STANDBY D.G SET

  Consent / permission Under Section 44 of Electricity (supply) Act 1948 for Standby Diesel generating set for standby to Board / licensee supply

The New Electricity Act 2003, replacing the Indian Electricity Act 1910, Electricity (Supply) Act 1948 and Regulatory Commission Act 1998 has come in force from 10.06.2003.

            A condition of “ Consent / permission for installation and commissioning for Standby Diesel Generating set, Standby to the Board's supply ” was in existence, as per the provision of section 44 of Electricity (supply) Act 1948.

            Now, as per Section 7 of Electricity Act 2003 any individuals is not required to obtain the consent / permission for the installation / operation and maintenance of Generating set. However in-relation with connectivity of generating set standby to Board's supply, following Guideline may be observed.

1.                   No consent is required for installation / operation and maintenance of generating set as standby set for self use as per Section 7 of Electricity Act 2003.

2.                   As far as connectivity is concerned with the generating set for self use, as standby to MSEB supply it should be observed strictly in relation with unit generated through generating set, unit consumed from MSEB supply and the monthly information should be updated and maintained at billing unit.

3.                   Concern  S.E / E.E will have to maintain the record for the same and necessary action required to be effected in proper accounting of consumption  of Board's supply

4.                   Any further guidelines from GOM / MERC will be effective as and when available with this office and will be intimated accordingly.

            All the concerned are requested to take note of the General Guidelines in respect of Standby D.G set for Standby to Board's supply, for proper implementation, till further guidelines.
