                            GENERAL CIRCULAR NO. 381.

                        Sub :- Change of name / ownership of installations.

                            In order to facilitate the change of name / ownership of installations procedure has already been laid down in Departmental Commercial Circular No. 36 dated 25.7.1963 & Departmental Commercial Circular No. 287 issued in June 77.  It has been observed there is inordinate delay in effecting change of name / ownership of installations particularly in respect of Residential / Commercial complexes and as such number of complaints in this behalf are received. With view to resolve such cases at the earliest possible without any delay the following guidelines/ instructions are issued.

                      In case of Residential / Commercial complexes in the name of promoter / developer / society most of the times the required necessary details in respect of outgoing consumer & signature of outgoing consumer and documents thereof are not obtainable for some or the other reasons. In such cases signature of outgoing consumer may not be insisted. However incoming  consumer should sign ‘X’ form. However on verification of one of the following documents  ( i.e.any one of a to d ) in respect of incoming consumer the change of name / ownership of installation may be effected. The intention should only to establish lawful occupancy of the premises.

a)     Sale deed / Lease deed.

b)     Letter of allotment  from the builder / promoter/ developer/ society mentioning the apartment and flat no.

c)      In case of registered cooperative society Share certificate / Membership document

d)     The Municipal Council / Municipal Corporation tax receipt.

e)     Electricity bill

On verification of the above said document from the new incoming consumer and after verifying past history of the old connection , if arrears of energy bill exist then the whole liability  of payment of arrears / dues shall rest on incoming consumer. In such cases old arrears to be cleared  by new incoming consumer before effecting change of name / ownership of installation.

             All Zonal heads/ Circle heads/ Division heads/ Sub-Division heads are therefore requested to follow the above guidelines/instructions for effecting change of name / ownership of installations and please see that necessary feeding is made to I.T. center & change of name is effected within 15 days.
