GENERAL CIRCULAR (COMMERCIAL) NO. 385
Subject: Rise in disputes about assessed bill to HT consumers due to
failure of CT / PT units
It is observed in recent past that
there is substantial increase in the dispute cases of assessed bills, issued on
account of failure of CT, PT of HT consumers. Inspite of the clear instructions
already been issued from time to time the failed CT, PT units are not being
replaced immediately, so as to restrict the period, for which assessed bills
are required to be issued, to minimum possible. The failed CT, PT units are not
replaced for months together giving rise to various types of disputes about the
assessed bill. The consumers then generally prefer to go for litigation, obtain
stay on disconnection and further complications are created.
In order to reduce such disputes to
minimum possible all field officers are once again requested to ensure that the
failed CT, PT is replaced within fifteen (15) days positively. Sufficient stock
be kept available for this purpose at least at Division. If the CT, PT belongs
to the consumer, permission to bye-pass the CTPT may be granted by the
concerned Competent Authority strictly for fifteen (15) days period only and
supply to be invariably disconnected on expiry of said period, unless the
period is suitably (not more than fifteen (15) days) extended by next higher
authority. This time limitation shall not be applicable for EHV consumers.
In case of delay in replacing the CT,
PT by more than thirty (30) days, the concerned Chief Engineer should
investigate reasons for delay in replacing the CT, PT and fix up
responsibility, initiate action against the concerned employee and report in
the matter be sent to this office.
In some cases, it is also observed
that the replaced CT, PT could not be taken into service for about a months
period simply because concerned Testing Engineers could not find time to check
and test the same. In order to avoid recurrence of such instances proper
coordination between Testing staff and O&M staff is necessary. Concerned Testing Engineers should also be
directed to ensure that the replaced CT, PT of HT consumers are tested and
commissioned promptly.
It is therefore expected from all the
Chief Engineers to ensure that the said subject is kept on the Agenda of
monthly meetings and strictly monitored to improve the situation.
