INVITATION FOR BID

(LOCAL COMPETITIVE BIDDING)

1)         Bids are invited for the works Diesel Generating Set  for New Parli Thermal Project ( 1 x 250 MW ) Unit No.1 at Parli Vaijanath, Dist. Beed  and Paras TPS Expn. Project ( 1 x 250 MW) Unit No.1. at Paras, Dist. Akol;a, Mahararashtra State.

2)            SCOPE OF WORK:

            Design, engineering, manufacture, assembly, testing at manufacturer’s works, supply, packing into properly sized units, shipping and delivery to site, receipt, handling and storage at site, erection, testing, commissioning and handing over of Diesel Generating Set with all accessories, auxiliaries alongwith supply of mandatory spares , special tools & tackles as prescribed in the bid documents.

4.0              QUALIFYING REQUIREMENTS OF BIDDERS:

4.1       The bidder will be qualified in accordance with the requirements set out in the technical documents (Volume-II) The technical experience requirement is that :-

(a)              The bidder should have designed, manufactured, tested, supplied and commissioned D.G. sets comprising of diesel Engine and its direct coupled alternator alongwith Auto Mains failure panel of rating 250 KW and above, minimum two sets and which are in successful operation for the past two years as reckoned on the date of opening of the bid.

(b)             Alternatively, a bidder, who is not a manufacturer  but regularly supply the D.G. sets by assembling them, shall also be qualified provided, he has assembled supplied, erected, tested and commissioned D.G. sets alongwith Auto Mains failure panels of rating 250 KW and above, minimum two sets and which are in operation for the past two years as reckoned on the date of opening of the bid.

(c)        The bidder should have executed satisfactorily under single contract during last three years work  of similar nature of value not less than Rs. 50 lakhs.

(d)                                       The bidder shall have established testing facility at his works / site / sub-vendors’ works to conduct transient voltage dip test of the equipments as per specification.

4.2      

i)        Tender shall be invited in two covers viz. cover One for Technical Bid and Cover Two for Price Bid and both the covers to be submitted together.

ii)       The tender specification shall include the clause that no LC payment or payments through bank shall be allowed.

iii)     No deviation shall be allowed on the following clauses of the bid documents.  Any deviations in the following essential terms and conditions will not be considered for evaluation and the bid will be rejected.

a)      Earnest Money Deposit/ Bid Security

b)     Contract Performance Security

c)      Terms of Payment

d)     Liquidated damages/ Penalty

e)      Contract Price  Adjustment (Price Variation)

f)       Work Completion Schedule

g)      Performance Guarantee / Accepted Test

A)                DOCUMENTARY EVIDENCE TO BE SUBMITTED BY THE BIDDER IN  SUPPORT OF HIS ELIGIBILITY:

a.                   Bidder’s experience of design, manufacture, supply, erection, testing & commissioning of Diesel Generating Set which is in operation on the date of submission of the bid.

b.                  Bidder’s declaration about the change in the Ownership during the validity of this bid.  If such a change is anticipated, the scope and effect thereof shall be defined.

c.                   Bidder’s financial capacity and resources to meet the financial obligations pursuant to the scope of the works covered in the bid documents.  The bidder should submit copies of his profit and loss account and balance sheet for the preceding three years.

d.                  Bidder’s organization to provide the necessary management services required to successfully complete the works as stipulated in the specifications.

e.                   The bidder must submit the relevant information regarding his financial and commercial particulars in appropriate column of Annexure given in bid documents.

f.                    MSPGCL does not bind itself to accept the lowest or any of the bids . MSPGCL reserves the right to reject any bid or all bids without assigning any reason thereof.

g.                    Bidder shall be required to submit   bid security equivalent to Indian Rupees 1,20,000/- (Indian Rupees 0ne  Lakh Twenty Thousand Only) along with bid.  Interested  bidders may obtain   bid from  office of  Chief Engineer (Gen. P&P) from 14.00 Hrs. to  16.00 Hrs. on  working days on payment of specified amount by crossed demand draft  in favour of “Maharashtra State Electricity Board”   at  Mumbai  and furnishing  cash   receipt to Chief Engineer (Gen. P&P) on 3rd floor alongwith  complete postal address of  bidder.
