INVITATION FOR BID

(LOCAL COMPETITIVE BIDDING)

1)       Bids are invited for the works of  Station lighting  and Area lighting for New Paras Thermal Project) 1 x 250 MW ) Unit No.1 at Paras, Dist. Akola,  Mahararashtra State.

2)       SCOPE OF WORK:

Design, engineering, manufacture, assembly, testing at manufacturer’s works, supply, packing into properly sized units, shipping and delivery to site, receipt, handling and storage at site, erection, testing, commissioning and handing over of Station lighting  and Area lighting with all accessories, auxiliaries along with supply of mandatory spares, special tools & tackles and 3 years operation & maintenance spares as prescribed in the bid documents.

Cost of one set of bid          :          Rs 5000 (Rs. Five thousand only)

A)            QUALIFYING REQUIREMENTS OF BIDDERS:

1.01       The bidder should have designed, engineered, manufactured, supplied, installed and commissioned at least one lighting systems having contract value of not less than Rs. 150 lakhs and this installation should have been carried out in power stations or Major steel plant, Oil refineries satisfactorily for minimum period of one years on the last date of submission of bid.

1.02.       The bidder should be an authorized contractor and should have Electrical Contractor license issued by licensing authority under whose purview the Govt notifies issuing of such license. This license shall be valid during the tenancy of the contract.

1.03       Bidders should have adequate experienced qualified engineers, skilled technicians such as Licensed Supervisor, cable jointer, wireman, skilled labor etc. The bidder should have their own design cell to carry out computerised lux.

1.04       The bidder should have testing facility or hire testing facility to carry out all relevant routine tests on  Fixtures, Luminaries, distribution boards.

1.05      The bidder should have executed satisfactorily, work of similar nature and   of value not less than Rs.150  lakhs., under a single contract during last 5 years on or before last date of bid submission

1.06      If the bidder is not manufacturer, he should be authorised dealer for manufacturer and he should full fill all the qualifying requirement of above cl. 2.1 to 2.5

1.07       The bidder  must  furnish the  details  regarding  his experience  to  meet  the qualifying  criteria  in  the relevant  Annexure J 1B along with his bid.  The  bidder must  also furnish details indicated in Annexure -J 1C and  J 1D . If the bid does not contain the details  in the relevant annexures along with documentary  evidence, such bids are liable for rejection.

1.08       Notwithstanding  anything  stated  above,  the Owner reserves  the right to assess the  bidder’s  capability and  capacity  to perform,  should  the circumstances warrant  such an assessment in the overall interest  of the Owner

1.09       The  above stated requirements are the minimum and the owner reserves the right to request for any  additional information/data and also reserves the right to reject the proposal of any bidder if, in the opinion  of  the Owner the qualification data furnished by the bidder is incomplete/incorrect.

1.10       Bidders not fulfilling qualifying requirement stated in the above  1.01.00 & 1.02.00 are advised  not  to submit their offer against this bid specification. The offer of  the Bidder not  fulfilling  this  qualifying criteria   specified above in 1.01.00 to 1.02.00 shall not be considered for further evaluation and will be rejected.

1.11       The bidder should ensure that the information to be furnished in the following qualification document (Annexures)  should be specific and to the point. All questions must be commented and filled in. If a  question  is not applicable to the bidder for qualification, it must be struck off  clearly  explaining  the reasons for non-applicability

i)General Financial and Commercial        -        Annexure - J 1A     (V0l-II)

particulars and manufacturing &

  testing details of bidder.

ii)For use of the bidder, who intends       -        Annexure - J 1B  (Vol- II)

   to qualify  for the works covered in

  the tender specification.

iii) Details of Electrical Contractors licence.-       Annexure - J 1C  (Vol- II)

iv) List of personnel                          -        Annexure - J 1D  (Vol- II)

2.0       Tender shall be invited in two covers viz. cover One for Technical Bid and Cover Two     for Price Bid and both the covers to be submitted together.

a)              7.5% of the contract price shall be paid as an advance as approved by the Board   vide B.R. under reference.

b)         The tender specification shall include the clause that no LC payment or payments through bank shall be allowed.

c) No deviation shall be allowed on the following clauses of the bid documents.  Any deviations in the following essential terms and conditions will not be considered for evaluation and the bid will be rejected.

B)            DOCUMENTARY EVIDENCE TO BE SUBMITTED BY THE BIDDER IN  SUPPORT OF HIS ELIGIBILITY:

a.              Bidder’s experience of design, manufacture, supply, erection, testing & commissioning of Station  Lighting System and Area Lighting which is in operation on the date of submission of the bid.

b.              Bidder’s declaration about the change in the Ownership during the validity of this bid.  If such a change is anticipated, the scope and effect thereof shall be defined.

c.              Bidder’s financial capacity and resources to meet the financial obligations pursuant to the scope of the works covered in the bid documents.  The bidder should submit copies of his profit and loss account and balance sheet for the preceding three years.

d.              Bidder’s organization to provide the necessary management services required to successfully complete the works as stipulated in the specifications.

e.              The bidder must submit the relevant information regarding his financial and commercial particulars in appropriate column of Annexure given in bid documents.

C.             BIDDER SHOULD NOTE THE FOLLOWING:

1.0       The bidder must furnish the details regarding his experience to meet the qualifying requirement in the relevant Annexure along with his bid.

2.0       If the bid does not contain the details in the relevant annexures along with documentary evidence, such bids are liable for rejection.

3.0       Notwithstanding anything stated above, the Owner reserve the right to assess the bidder’s capability and capacity to perform, should the circumstances warrant such an assessment in the overall interest of the Owner.

4.0       The above stated requirements are the minimum and the Owner reserves the right to request for any additional information / data and also reserves the right to reject the proposal of any bidder, in the opinion of the Owner the qualification data furnished by the bidder is incomplete / incorrect.

5.0     The bidder shall be required to submit the bid security equivalent to Indian Rupees 4,50,000/- (Indian Rupees Four Lakhs Fifty Thousand only) along with the bid. The validity of the bid security shall be up to 180 days from the date of opening of Cover  No. One of the bid.  The bids not accompanied with the prescribed bid security shall be rejected.

6.0     Interested eligible bidders may obtain the bid from the office of the Chief Engineer (Gen. P&P) from 14.00 Hrs. to 16.00 Hrs. on all working days between the days mentioned above on payment of the specified amount by crossed demand draft payable to  Maharashtra state power generation co.Ltd., Prakashgad, Bandra (East), Mumbai – 400 051 and furnishing the cash receipt to Chief Engineer (Gen. P&P) on 3rd floor with a requisition for bid documents giving complete postal address of the bidder.  In case the bidder wishes to authorize somebody to collect the documents on his behalf, then appropriate authorization letter from the bidder should be presented along with the request letter.  In case of request for dispatch of  bid documents through Post / Courier, the same shall be dispatched through Registered Post.  MSEB, however, shall not be responsible for postal delay.

7               MSEB does not bind itself to accept the lowest or any of the bids, MSEB reserves the right to reject any bid or all bids without assigning any reason thereof.
