          Sealed and superscribed bids are invited for awarding contract for liaison work of materialisation and shortage minimisation including supervision of loading quantity and movement of good quality coal (having UHV above 5000 Kcal/kg) by Rail from fields of SECL to Nasik and Koradi Thermal Power Stations of Maharashtra State Power Generation Company Limited.

Contract for liaison work of materialisation and shortage minimisation including supervision of loading quantity and movement of good quality coal (having UHV above 5000 Kcal/kg) by Rail from  fields of SECL to Nasik and Koradi Thermal Power Stations of Maharashtra State Power Generation Company Limited.

Period of Contract.

Contract shall be for a period of two years. However, initially the work order will be issued for a period of one year only and extension thereof depends on the performance of the contract and requirement of MAHAGENCO.

Quantity.(Estimated).

2.4 Million Metric Tonnes per year.

w.e. from  15TH Oct. 2005 onwards till  17.00    Hrs. of 24TH October 2005.

Rs. 4 (Four) Lakhs. (Lumpsum and Fixed).

NOTE :-

I.                   QUALIFYING REQUIREMENTS

1)                 The bidder should have experience of liaisoning for loading, despatches and monitoring the movement of coal by railways at least continuously for a period of  last three financial years (1.4.2002 to 31.3.2003, 1.4.2003 to 31.3.2004, 1.4.2004 to 31.3.2005) for Thermal Power Stations. The bidder should submit the relevant documents/certificates in support of this.

2)                 The bidder should have executed the work of total minimum quantity of 4 Lacs MTs of Indian coal by railways in any of the Financial year during a period of last three succeeding years (1.4.2002 to 31.3.2003, 1.4.2003 to 31.3.2004, 1.4.2004 to 31.3.2005). Above execution of work should be on behalf of State Electricity Board and/or NTPC and/or other State or Central Undertakings and/or the Private Power Generation companies as their liaison agent/coal agent, with regard to receipt and supply of the coal including supervision on despatch, loading, movement of the coal upto the destination by Railways only. The bidder should submit the relevant documents/ certificates in support of this.

3)                 Experience of monitoring and movement of coal to manufacturers of cement or steel will also be considered. However, the experience of movement of coal by road and ropeway shall not be considered for such purposes.

4)       The bidder should have professionally competent staff and offices.

The bidder should produce the list of staff and addresses of the offices.

The bidder should be capable of deploying sufficient employees, at  various locations, so as to achieve the effective services. Such employees of the bidder should be trained and well experienced in liaison, supervision and  monitoring the  movement  of coal by Railways.

5)       They should have on their own roll minimum manpower strength of 25. They should produce a valid proof of payment of Provident Fund  Contribution of minimum 25 personnel during the last financial year (1.4.2004 to 31.3.2005). The bidder should submit copies of relevant documents to authenticate his claim.

6)       a)      The bidder should produce a Solvency Certificate from his banker to show that the bidder is solvent to the extent of about Rs. 50 Lakhs (Rs. Fifty  Lakhs).

b)                 The bidder should also produce the Income Tax Returns /Clearance Certificate for the last 3(three) financial years (1.4.2002 to 31.3.2003, 1.4.2003 to 31.3.2004, 1.4.2004 to 31.3.2005).

c)                  The bidder should also submit Annual Account (Profit & Loss A/c  and the Balance Sheets)  and details of his financial turn over for the said 3(three) financial years to enable the Board to assess the financial position and capacity of the bidder.

7)          The turnover and experience of only the bidding company would be taken into account and not that of sister company/joint venture etc.

8)       The bidder should have communication facilities like telephone/ mobile/telex/fax/internet etc. at their main offices as well as at their Offices at Collieries/Railway Junctions.  Party should produce the documentary evidence in support of this.

II.                Blank bid form which are non-transferable, can be obtained from the office of the General Manager (TI&C) MAHAGENCO, premises, Vidyut Bhavan, Katol Road, Nagpur-440 013, on payment of non refundable cost of Rs. 10,000/- (Rs. Ten Thousand only) OR (Rs. 10,250/-,  if required by post) in cash or any working day of office between 11.00 hrs. to 13.00 hrs. and 14.00 hrs. to 16.00 hrs. D.D. shall be in favour of Superintending Engineer Generation Coal, MAHAGENCO., Nagpur.

III.             SUBMISSION OF BIDS:

          The bidder shall submit their bids in two envelopes on or before the notified date and time fixed for the submission of bid.  The envelope (A) Technical Bid will be opened at stipulated time and date.  The envelope (B), containing price schedule, will be opened at the stipulated time and date only in respect of such tenderers as are found technically qualified after scrutiny of envelope (A) i.e. Technical Bid.

All pages of Technical bid (Envelope A) will be numbered serially.

IV.              The bids will be opened in the office of the General Manager (TIC) MAHAGENCO, Vidyut Bhavan, Katol Road, Nagpur-13, on the date/time mentioned above in the presence of bidders or their representatives who choose to be present.  If the due date happens to be a holiday for any reason, the bids shall be opened on the next working day at the same time.

V.                 The Earnest Money Deposit will be accepted through Demand Draft/Pay Order only in favour of Maharashtra State Power Generation Company Limited, Nagpur, payable at Nagpur, drawn on any Nationalised Bank/Scheduled Bank.

          The Earnest Money Deposit will not be accepted in any other mode.  The bids without E.M.D. or part E.M.D. shall stand rejected.

VI.              MAHAGENCO will not be responsible for any postal delay for whatsoever reason.  Bids will not be accepted after due date and time.

VII.           The undersigned reserves the right to accept/reject any or all Bids without assigning any reasons, thereof.
