Sealed and Superscribed bids are invited for supply of washed coal from established washeries in MCL for delivery of washed coal to Koradi and Khaperkheda TPS.

Period of Contract. |
The contract shall be for a period of 1(One) year. However, MAHAGENCO reserves the right to extend the contract period for further period of six months on same terms and conditions. |

Quantity. |
Total quantity of raw coal to be Washed is approximately 12 Lakh tonnes for one year from MCL i.e. 1.00 lakh per month. (plus or Minus ten percent for one year from any one loading point in that area). Average one rake per day |

I) SCOPE OF WORK :-
a) The tenderer should be capable of supply of washed coal from any one loading point of MCL from its washeries having spare capacity.
b) It is the responsibility of the tenderer to ascertain the source, specifications and washability characteristics of raw coal available from MCL (Lajkura 1,2,3/ Belpahar) for supply of washed coal. Tenderer have to produce recent studies of washability characteristic of coal produced from the said source in a Govt. or Govt. recognized laboratory with tender document.
c) Tenderer is responsible for the supply of washed coal of the agreed specifications for delivery by Rail to designated Power Station on freight to pay basis. Cost of raw coal and railway freight shall be paid by MAHAGENCO directly to the coal company and Railways. However, Bank Guarantees equivalent to cost of 20 days Raw coal to be washed will have to be furnished by the successful bidder to MAHAGENCO in addition to the Security Deposit.
d) The quantity of raw coal required for supply of committed quantity of washed coal shall be obtained from MCL against MAHAGENCO’s linkages. Support of FSA, if any, with coal company will be extended to the tenderer for receiving raw coal from MCL on behalf of MAHAGENCO. However, linkages are subject to allocation on quarterly basis by Standing Linkage Committee (Short term).
e) Payment for supply of washed coal will be made by MAHAGENCO to the successful tenderer on the basis of quantity and quality of washed coal actually received by MAHAGENCO Power Stations.
II) QUALIFYING REQUIREMENT :-
A) TECHNOLOGY OF WASHERY :
Tenderer should have established coal washery using Jig, heavy media or dense media; FBC (Fluidised Bed Classifier) or equivalent technology and should have experience in operating washery for core/non core sector for at least One year prior to date of bid opening.
Experience in dry beneficiation of coal shall not be considered.
B) Tenderer should have washed minimum 2.5 Lakh MT coal during any of the Financial year 2002-03, 2003-04 or 2004-05 or bidder should have executed orders for washing of coal at least 5.0 Lakh MTs. (Cumulative), during last 3 years prior to date of bid opening.
C) INSTALLED CAPACITY OF WASHERY :-
The washery from where the washery operator is proposing to supply washed coal should have minimum capacity for washing of 12.50 Lakhs MT of raw coal per annum.
D) Bidder should be able to supply minimum 12 Lakh MT per annum i.e. One rake of washed coal per day to MAHAGENCO.
E) DOCUMENTS :
Documentary proof having satisfied the above criteria must accompany the tender document.
F) Tenderer should not have/had any criminal proceedings within India against the partner(s)/Director(s)/employee(s) of the Company on account of supplies or handling of coal to any organization within the country during the past five (5) years.
The tenderer shall give an affidavit to the effect that, “There is no criminal proceedings within India against the partner(s)/Director(s) /employee(s) of the Company and/or they are not convicted by the competent Court in India, on account of supplies or handling of coal to any organization within the Country during the past five(5) years”. The affidavit must be affirmed before the competent judicial authority or duly notarized by the Notary.
NOTE :- Above qualifying requirements are to be read in totality and not in isolation. All relevant documents should be submitted alongwith the Tender, failing which, the Tender shall be rejected.
III) BIDDING DOCUMENT & SUBMISSION OF BIDS :
i) A complete set of bidding documents (tender specifications) may be purchased by interested bidders on submission of written application to the GENERAL MANAGER (TI&C) MAHAGENCO, Nagpur on payment of non-refundable document fee of Indian Rs. 10,000/- to be remitted either by bankers cheque or cash or by crossed demand draft in favour of Superintending Engineer, (Gen. Coal), MAHAGENCO, Nagpur-13 and payable at Nagpur, with a request in bid documents giving complete name and address of the bidders. The bidder who desires to have bidding documents by post should send the document fees along with an extra amount of Rs. 450/- towards postal charges. MAHAGENCO. shall not be responsible for any misplacement or late receipt of bid documents to bidder through post.
ii) The tenderer shall submit their bids in two envelops on or before the notified date and time fixed for submission of tender. The envelop (A) Technical bid will be opened at stipulated time and date. The envelop (B) containing price schedule will be opened at the stipulated time and date only of those tenderers who have satisfied all the qualifying requirement.
iii) The bids will be accepted and opened in the office of the GENERAL MANAGER (TI&C) MAHAGENCO, Nagpur, on scheduled date and time mentioned above. If the due date of opening happens to be holiday for any reason, the tender shall be opened on the next working day at the same time.
iv) MAHAGENCO shall not be responsible for the postal/courier service delays and any requisition letters received after due time and date shall not be entertained.
v) Right to reject any or all the tenders without assigning any reasons is reserved by MAHAGENCO.
