TENDER SPECIFICATION NO.CEC/GEN.I/New Parli Expn.Proj./1x250 MW/WS/T-407

1.00 Sealed and superscribed percentage rate tenders in two separate sealed covers are invited by the Chief Engineer (C) Gen.I, Mumbai from the reputed and experienced bidders with the Pre-qualifying requirements as under for the following works, to be financed by Power Finance Corporation at Parli Thermal Power Station Dist. Beed (Maharashtra State). Extension Project Unit No.1 (1x250 MW)

NAME OF THE WORK : The work of providing, supplying, laying, jointing testing & commissioning of 1000 mm I.D., 8 mm thick pipe line for Raw water supply from existing tapping to raw water reservoir for New Parli T.P.S. Extension Project.

ESTIMATED COST : Rs. 1,12,31,787.00

EARNEST MONEY DEPOSIT : Rs. 1,12,320/- (in the Form of Bank Guarantee as per Company’s prescribed Proforma on Stamp Paper of Rs.100/-)

TIME LIMIT : 4 months (Including Monsoon period).

SECURITY DEPOSIT : 5% (Five percent) of contract value (in the form of Bank Guarantee).

2.00 PRE-QUALIFYING REQUIREMENTS :

2.01 PREQUALIFYING CONDITION NO. 1 :

The tenderer shall be registered in the appropriate class with the Central or State P.W.D., Irrigation Department, Railways, Mumbai Municipal Corporation or other Public utilities like N.T.P.C. etc.

2.02 PREQUALIFYING CONDITION NO.2 :

The tenderer should have executed satisfactorily, under a single contract during the last five years, work of like nature i.e. water supply pipe line work above 600 mm dia and having a completed value not less than Rs.1.00 crore.

The average annual turnover of the tenderer during the preceding 3 years in executing work of similar nature i.e. water supply pipe line work above 600 mm dia shall not be less than Rs.1.00 crore.

3.00 THE ISSUE OF TENDER DOCUMENTS DOES NOT NECESSARILY QUALIFY THE TENDERERS FOR ACCEPTANCE OF HIS BID.

Before purchasing the tender, the tenderers in their own interest shall ascertain and satisfy themselves that they fulfil the above pre-qualifying conditions. The tenderers will have to furnish the following documents in original or attested copies along with the application for purchasing the blank tender document. If it is found at any time during the tendering process or even after award of contract that the agency has submitted any forged documents regarding Pre-qualifying requirements, the strict action will be taken against tenderer/contractor as per rules.

(i) Valid registration certificate from the concerned organisation under the appropriate class. (Any certificate of the department about having applied for registration shall not be considered as substitute for valid registration certificate).

(ii) The certificate from the Officer-in-charge of the concerned Department not below the rank of Executive Engineer, about having completed satisfactorily the work of like nature in single contract specified in pre-qualifying condition No. 2.02 above during last 5 years.

(iii) An attested copy of the annual turn over certificate for last 3 years from the Chartered Accountant along with attested copies of certificates from the Officer-in-charge of the concerned Departments not below the rank of Executive Engineer about having completed satisfactorily works of like nature with average annual turn over of not less than the values Specified in Pre-qualifying Condition No. 2.02 above as applicable.

(iv) Solvency Certificate for Rs. 30 lakhs.

(v) Valid Sales Tax/Works Contract Tax Registration certificate.

BLANK Tender Documents indicating conditions of contract, schedules and instructions to tenderers in the prescribed form can be obtained by intending tenderers in person against written application, during working days upto 16.00 Hrs. from 29-7-2005 to 12-8-2005 from the Office of the Chief Engineer (C) Gen.I, MSPGCL, Estrella Batteries Expansion Building, 1st Floor, Dharavi Road, Matunga, Mumbai - 400 019, along with a non refundable payment of Rs. 8000/- only by Demand Draft drawn on any Scheduled Bank payable at Mumbai in favour of Maharashtra State Power Gen.Co.Ltd., towards the issue of a set of Blank Tender Documents. Blank tender documents will not be sent by post / courier.

Additional set of the tender documents shall be issued for Rs. 4000/- per set, if desired which, however, shall be marked as 'Extra Copy' and shall not be valid for tendering.

Tenders (Cover No.1 & Cover No.2) duly filled in as per the procedure stipulated in the tender document Sealed and Superscribed, will be received upto 13.00 hours on 16-8-2005 Cover No.1 (pre-qualifying documents) will be opened at 14.30 hours on the same day, if possible, in the presence of such of the tenderers or their authorised representative who may choose to remain present. In case the above dates happens to be / become to be a Public Holiday, the immediate next working day will hold good in lieu of the date mentioned. Tenders shall be submitted only in person. Tenders sent by post / courier will not be accepted.

The right to reject any or all tenders without assigning any reason whatsoever is reserved by the Company.
